The National Land Coalition of Kyrgyzstan is a multi-stakeholder platform bringing together non-governmental organisations, land and forest user associations, research institutions and government bodies. The Coalition promotes fair, sustainable and inclusive land and natural resource governance in the Kyrgyz Republic with the support of the International Land Coalition (ILC).
About the Coalition
The National Land Coalition of Kyrgyzstan is part of the global International Land Coalition (ILC) network and operates as a national engagement platform under the National Engagement Strategy (NES). It brings together civil society organisations, land and forest user associations, research institutions and government stakeholders around a common national agenda on land rights and sustainable natural resource governance. The Association of Forest and Land Users of Kyrgyzstan is one of the Coalition's key institutional members and implementing partners.
Main areas of work
Land and resource rights. Supporting and protecting the land and property rights of local communities, women, young people and pasture users. People-Centred Land Governance. Implementing the National Engagement Strategy (NES) to support coordination of land-related policies and reforms. Sustainable pasture and forest management. Promoting traditional knowledge, climate adaptation and effective community resource management practices. Institutional dialogue. Facilitating national workshops, working groups and consultations between civil society, government institutions and international partners. Monitoring and Contribution Analysis. Assessing how land reforms, legal changes and Coalition initiatives contribute to sustainable development.

Gender equality in land governance Expanding rural women's access to land governance, decision-making processes and economic opportunities. Young pasture users Supporting knowledge transfer, youth training and opportunities in livestock production and sustainable pasture management, including interregional schools for young pasture users. Commons governance Improving legislation and management practices for forests, pastures and water resources while strengthening the role of local communities.
Cooperation with the International Land Coalition
Cooperation between the National Land Coalition of Kyrgyzstan and the International Land Coalition combines institutional support, shared priority-setting, funding and knowledge exchange.

Contribution Analysis
Contribution Analysis is an evaluation methodology used to assess the extent to which the Coalition's activities contributed to changes in land policy, legislation and natural resource governance. Rather than claiming direct attribution, the methodology considers the role of government institutions, international donors, local communities, NGOs and other actors.
The approach consists of six main steps:
Defining the evaluation problem and questions. Developing a Theory of Change. Collecting and assessing existing evidence. Developing an initial Contribution Story. Gathering additional evidence and testing alternative explanations. Finalising and validating the Contribution Story with Coalition members and partners.
